I speculate the relic glitching is a UI effect done on the camera but for some reason the flag isn't removed and thus fail to return to normal. To repo the glitch(in my case), you need to go to part of the quest that trigger the relic glitch where V suppose to fall

I'm really starting to regret pre-ordering Phantom Liberty. At this point I'd rather they just remove the "effect" entirely rather than keep dragging their feet on a fix.
